IMPLICATIONS OF OUR PLAN

Targeted Group: Chicken farmers and vendors from China and Hong Kong.

The successful implementation of our plan can improve the quality of chickens in Hong Kong and in general, boosting the confidence of the consumers in purchasing chicken products.

Our plan can also aid in boosting the overall sales performance of the farmers and vendors, contributing to a significant improvement in the economy of the nation. Also, the government of Hong Kong may also benefit from the extra support of the people (due to the decisive and efficient plan carried out). Besides, the government will gain experience from the plan, in other words, carrying out efficient preventive measures against possible future outbreaks. Last but not least, neighbouring countries can learn from Hong Kong’s epidemic expertise and improve bilateral relationships.

Survey Report

From a survey of 50 random Singaporeans of all ethnic groups, the majority of the respondents have a possible comment. They agree that the plan is workable due to the reasonable demands and the improved efficiency of the plan. Besides, good suggestions from the survey helped the plan to improve tremendously. In general, our tabulated result from the survey recognises the positive implications of our plan, thereby confirming that the plan is definitely beneficial to consumers and sellers alike.

The primary purpose of conducting the survey is to confirm the feasibility of our plan and acquire any necessary suggestions. According to the survey, a large percentage of the population approves of the grading system and the penalties and fines that comes along with it. Improvements to the educational kit have also been suggested by the replies from the survey.

Interview Report

From our interview, we hope to get the opinions of the consumer to further our understanding of our project. The data we obtained will aid us in the evaluation of our plan and suggest improvements to our plan. Through other people’s opinions, we can gain a better understanding of the weakness and strengths of the plan and reveal insights of negative outcomes that will be encountered by the customers due to our plan.

During our interview with a local chicken vendor, Madam Tay, she reveals that our plans will work exceptionally well in countries that suffered directly from the Bird Flu (eg. Hong Kong). This is because the people living in Hong Kong are victims to the disease and posses a fear for the recurrence of the disease. Hence, the likelihood of citizen-government cooperation is very high. However, the feasibility of the plan might not be as good in countries, which is not directly affected by the avian influenza. People will have the mindset “ anyway it doesn’t affect us”. Therefore, due to the specificity of the plan, not every country can implement it. Nevertheless, Madam Tay has given her support to the plan.

Positive Implications of the Educational Kit

· Farmers will be more conscientious about hygiene matters.

· Vendors will actively improve hygiene conditions.

· Unlikely recurrence of the Bird Flu virus as farmers and vendors learnt the correct manner of handling poultry.

· Farmers and Vendors can cooperate better with the government as basic techniques of preventing another avian flu outbreak is imparted to them.

Negative Implications of the Educational Kit

· The government may have to use a lot of funds to actually get the whole educational kit working considering the manpower required and the magnitude of the project.

· Dissatisfaction of the farmers and vendors may occur as traditional ways of rearing chickens is altered.

· Process of educating farmers and vendors will be difficult as some of them may be illiterate and extra effort will be required to convince them to adapt to new methods.

Positive Implications of the Grading System

· Quality of the chickens improves due to pressure from potential competitions with fellow farmers and vendors.

· Demand for chickens increases as consumers restores faith in the graded chicken.

· Incentives received may encourage farmers and vendors to constantly keep up the standard of the chickens.

· Possible recurrence of the disease decreases as hygiene level improves.

· Consumers will also find it more convenient for them to pick better quality chickens.

· Prevents the farmers from overcharging customers for low quality chickens as consumers receive first hand information on the quality of the chickens.

Negative Implications of the Grading System

· In the process, the rich farms and stalls will become richer and the poor farms and stalls will become poorer. As poorer farms lack funds to improve themselves, they may suffer from more fines and penalties, making them poorer and trapping them in a vicious cycle. Whereas, rich farms and stalls remain rich as they receive more money from good hygiene.

· Farmers and vendors will encounter an increase in psychological pressure as competition might exhaust them physically and mentally.

Positive Implications of Government Subsidy

· Farms will be more technologically advanced with the funds received to purchase high-end equipments.

· There will also be fewer farms that will be economically deprived as more funds are provided to improve poor hygiene conditions and chicken quality.

· Trade and commerce in poultry increases as farm products improve in quality.

· Hygiene standards improve as well as sterilizing and cleaning tools can be purchased with the money.

Negative Implications of Government Subsidy

· Considerable amounts of funds have to be injected to cater to all the vendors and farmers.

· Farmers and vendors selling farm products other than chicken may raise objections and demand for government aid as well.

Positive Implications of Quarantine House

· Recurrence of bird flu decreases as precautions are carried out on a massive scale. Quarantine period increases to detect any late developing symptoms. More percentage of chickens will be scanned.

· Hygiene conditions in farms and stalls will improve, as renovations will be carried out to ensure good air ventilation and drainage system.

· Rampant spread of disease may also be curb, as quarantine house will maintain a lower chicken density (number of chickens per unit area) in a quarantine house.

Negative Implications of Quarantine House

· Draining on the government’s funds as renovations fees may be very high.

· Hong Kong will be more deprived of land suitable for residence.
